Visegrad Experts at Resilience Forums in the South Caucasus

Project duration: April- May 2017

“Visegrad Experts at Resilience Forums in the South Caucasus” Project is implemented by OxYGen Foundation with the support of Visegrad Fund and the Ministry of Foreign Affairs of the Kingdom of the Netherlands Project.

The Project will fill the expertise gap in areas of innovative early warning approaches to meteorological and hydrological hazards, science-based mitigation and adaptation response policy making, climate change and water management, earthquake engineering and technical/ scientific forecasting and warning work. It will introduce best concept and practices from V4 countries at 3rd Resilience Forum in Tavush/ Armenia/ and Adjara/Georgia/, will ensure knowledge transfer, support and capacity building of local government and civil society.

Project Goal

To support building resilience to natural disasters and climate change impacts through bringing expertise of V4 countries and building capacities of local governments, civil society organizations and communities in the South Caucasus.

Project Objectives

  • To bring Visegrad countries expertise in resilience building to Armenia and Georgia and promote it through regional multi-stakeholder events and on-line publications targeted at key resilience partners and media.
  • To create networking opportunities for Czech, Slovak, Hungarian and Polish experts with the South Caucasus stakeholders working in resilience, disaster risk reduction, environment and climate change adaptation and to stimulate links and collaboration.
  • To build capacities of local governments and civil society organizations in innovative approaches to early warning, mitigation, adaptation, natural disaster forecasting and DRR policy making and building.
Project Partners
Bringing high profile expertise the project stimulates links among resilience actors in the South Caucasus and V4 experts to support resilience know-how transfer and to intensify dialogue among practitioners and experts working on community and urban resilience.
Our partners share experience and best practice in resilience building through innovative mitigation, preparedness and early warning work experience and new approaches to reduce natural disasters and climate change risks.

The Czech Hydrometeorological Institute (CHMI) (Czech: Český hydrometeorologický ústav (ČHMÚ)) is within the Environmental Ministry of the Czech Republic. The head office and centralized workplaces of the CHMI, including the data processing, telecommunication and technical services, are located at the Institute’s own campus in Prague.

Energiaklub Climate Policy Institute and Applied Communications Association spent 25 years in creating a new awareness in Hungary. With their research, training courses, and wide-reaching communication, it aims to make energy producers, users and perhaps even political decision-makers regard energy in a different way. A rational use of dwindling resources, an economy based on diverse local resources, a change in energy-wasting consumer habits; these are all part of the solutions which the organisation supports through its work.
The Institute of Meteorology and Water Management – National Research Institute (IMGW-PIB) is a research and development unit established on the basis of the decree No. 338/72 of 30.12.1972, issued by the Council of Ministers. IMGW-PIB operates in support of public sector as well as commercial firms and offers various services and expertise in the field of meteorology and hydrology.
BRIDGE – Innovation and Development is a fast growing non-governmental organization operating in Georgia, driven by its vision of Georgia free of poverty and suffering. Founded in 2015, BRIDGE is a spin-off legacy organization of Oxfam and builds on Oxfam’s twenty two years working experience in Georgia.

Comenius University in Bratislava is the oldest and biggest university in the Slovak republic. Comenius University in Bratislava has 13 faculties. The Faculty of Natural Sciences belongs to the oldest ones on the territory of the Slovak Republic.

Film: Visegrad Experts at Resilience Forums in the South Caucasus

DRR professionals from Hungary, Poland, Czech Republic and Slovakia visited Armenia and Georgia sharing their knowledge and expertise in areas of climate change, flood and drought risk management and earthquake engineering, as well as bringing innovative ideas on DRR early warning approaches.

VISEGRAD EXPERTS AT RESILIENCE FORUM IN THE SOUTH CAUCASUS

The publication was prepared within the frame of “Visegrad Experts at Resilience Forums in the South Caucasus” project, which is funded by International Visegrad Fund and Ministry of Foreign Affairs of the Kingdom of Netherlands and implemented by OxYGen Foundation.

Tavush Resilience Forum: 3rd meeting 

Oxfam and OxYGen Foundation jointly with Tavush Marz government have initiated Tavush Resilience Forum. Tavush Resilience Forum 3rd meeting is held in the frame of “Visegrad Experts at Resilience Forums in the South Caucasus” Project funded by Visegrad Fund and the Ministry of Foreign Affairs of  the Kingdom of the Netherlands Project and “Supporting Community Resilience in the South Caucasus” program, which is funded by European Commission under DG European Civil Protection and Humanitarian Aid Operations Program (DG ECHO).

Participants of the Forum were representatives from different sectors: public and private, government and civil society, educational institutions, media. Thanks to the support from the Visegrad Fund the Forum hosted special guest from Energiaklub Szakpolitikai Intézet és Módszertani Központ Egyesület (Hungary), Institute of Meteorology and Water Management National research Institute (Poland), Czech Hydrometeorological Institute (Czech Republic) and Commenius University of Bratislava (Slovakia). The experts shared their knowledge and expertise and discussed a potential of collaboration and replication in Tavush marz.

Objectives of the Tavush Resilience Forum’s 3rd meeting were:

  • establish platform for dialogue between stakeholders active in the field of DRR
  • present international and local experience in the fields of resilience building, climate change adaptation and community risk assessment
  • discuss possible cooperation and synergies among DRR stakeholders via coordination of future activities.

The Forum filled the expertise gap in areas of innovative early warning approaches to meteorological and hydrological hazards, science-based mitigation and adaptation response policy making, climate change and water management, earthquake engineering and technical/ scientific forecasting and warning work. It introduced best concept and practices from V4 countries at 3rd Resilience Forum in Tavush/ Armenia/ and Adjara/Georgia/, ensured knowledge transfer, support and capacity building of local government and civil society.

Resilience Forum: 3rd meeting, Batumi, Georgia  

On May 30th, in Batumi Oxfam together with its implementing partner organizations: Bridge Innovation and Development (BRIDGE) and Black Sea Eco- Academy (BSEA) host the 3rd Resilience Forum. The forum is organized within the framework of DG European Civil Protection and Humanitarian Aid Operations Funded “Supporting Community Resilience in the South Caucasus” program and with a support from “Visegrad Experts at Resilience Forums in the South Caucasus” Project funded by Visegrad Fund and the Ministry of Foreign Affairs of  the Kingdom of the Netherlands Project.

The forum brought policy makers, civil society organizations and key stakeholders to discuss the key areas related to the resilience: disaster risk reduction, climate change adaptation, agriculture and livelihoods. It also explored the possible networks and collaboration between the organizations and governments from Adjara with the national level partners. Thanks to the support from the Visegrad Fund the Forum will host experts from Hungary, Slovakia, Czechia and Poland who shared their knowledge and expertise and discussed a potential of collaboration and replication to Adjara.

The series of event aimed to facilitate a regional multi-sectorial and multi-stakeholder dialogue on challenges and best practices in policy and practice work to support rural and urban resilience in Adjara. The initiative contributed towards intensifying the know-how transfer and communication on the key country and regional about strategies and the Sendai Framework for Disaster Risk Reduction 2015-2030 and other frameworks and plans at all governance levels related to climate change adaptation, disaster risk reduction, livelihoods, environmental protection and synergies among them.

On June 1st in the frame of “Visegrad Experts at Resilience Forums in the South Caucasus” a learning session was launched in Dilijan, Armenia, which brought together representatives of Tavush marz representatives, community members and Vishegrad experts from Hungary, Poland, Czech Republic and Slovakia who shared their experience and best practices in the field of DRR. The discussed topics were the following: adaptation measures for climate change in strategic planning, tool for building resilience of the cities, climate change context for the Czech Republic, disaster risk assessment in the Danube Macro-region, flood and drought risk management in Poland.

OxYGen Foundation will organize transportation for all participants and guest speakers from Yerevan to the venue and back. The minivans will leave from Yerevan, Republic Square, from the parking lot by the fountains at 9:00 am, 2 June 2017. Return will be organized at 16:30 on the same day from Best Western Dilijan Paradise to Yerevan, Republic Square. Expected arrival time is 18:00.
