OxYGen is<br \/>\noperating since 2015.<\/p>\n<p>OxYGen positions itself as an alternative voice based on its grassroots experience and work with poor<br \/>\ncommunities, through its replicable and sustainable models for translating it up to the national level.<br \/>\nGender alongside others is the main strategic direction for OxYGen Foundation under which the main<br \/>\nprograms are developed and implemented.<\/p>\n<p><strong>KEY RESPONSIBILITIES<\/strong><\/p>\n<p>The Gender Portfolio PM will be responsible for the overall management, implementation, supervision,<br \/>\nand coordination of OxYGen Gender programs, partnership, ensuring compliance with donor and<br \/>\npartner requirements, timely and quality communication and reporting to the donors.<\/p>\n<p><strong>Program planning<\/strong><\/p>\n<p>\u27a2 Develop and keep up to date detailed implementation plan of the projects<br \/>\n\u27a2 Ensure quality communication with donors<br \/>\n\u27a2 Plan detailed activity timeline<br \/>\n\u27a2 Plan project expenditures according to the project budget<br \/>\n\u27a2 Develop project stakeholder engagement plan<br \/>\n\u27a2 Maintain good relations with the partners and if necessary, be engage in partners\u2019 selection<br \/>\n\u27a2 Develop a project procurement plan<br \/>\n\u27a2 In partnership with partners design project advocacy plan<br \/>\n\u27a2 Facilitate recruitment process of project consultants based on OxYGen Foundation\u2019s and donor<br \/>\nprocurement policies<\/p>\n<p><strong>Execution<\/strong><\/p>\n<p>\u27a2 Overall management and implementation of the OxYGen Foundation\u2019s Gender program<br \/>\n\u27a2 In cooperation with Financial Manager assure effective and efficient expenditures of within<br \/>\nprojects budgets according to donor requirements<br \/>\n\u27a2 Assure engagement of relevant stakeholders in project implementation<br \/>\n\u27a2 Provide support and capacity building to the staff whenever necessary to assure timely<br \/>\nexecution of the projects<br \/>\n\u27a2 Manage contracts and meeting timelines for deliverables by project consultants\/experts<br \/>\n\u27a2 In cooperation with project partners and OxYGen Foundation senior management assure<br \/>\nreaching the project\u2019s advocacy targets<br \/>\n\u27a2 Adhere to the organizational and donor policies \/procedures<br \/>\n\u27a2 Develop synergies with other programs of OxYGen Foundation<\/p>\n<p><strong>Monitoring and reporting<\/strong><\/p>\n<p>\u27a2 Conduct overall monitoring of project implementation and progress<br \/>\n\u27a2 Monitor expenditures versus planned budget<br \/>\n\u27a2 Monitor project effectiveness and efficiency<br \/>\n\u27a2 Monitor reporting staff performance versus set objectives and job descriptions<br \/>\n\u27a2 Evaluate external consultants\u2019 performance and the effectiveness of expertise delivered and<br \/>\nprovide recommendations for improvement if applicable<br \/>\n\u27a2 In cooperation with project staff develop programmatic and financial progress and final reports<br \/>\nto the donor as per the donor requirements<\/p>\n<p><strong>Representation, learning, and communication<\/strong><\/p>\n<p>\u27a2 Develop good relationships with donors, in close collaboration with the finance team prepare<br \/>\nprojects\u2019 financial tranche (s) requests and ensure that the terms of donor contracts are fulfilled<br \/>\n\u27a2 Maintain contact with official authorities and other agencies and ensure that OxYGen complies<br \/>\nwith the relevant legislation and that its activity is understood and publicized<br \/>\n\u27a2 Represent the project\/program impact whenever needed in line with organizational<br \/>\ncommunication\/visibility strategy<br \/>\n\u27a2 In close collaboration with the Communication team identify and conduct impact assessment<br \/>\ninitiatives and ensure effective communications about program impact with key relevant<br \/>\nstakeholders<\/p>\n<p><strong>Key skills, competencies and qualifications required<\/strong><\/p>\n<p>\u27a2 3 to 5 years\u2019 experience in NGO sector in program portfolio management positions<br \/>\n\u27a2 Experience of large program budget management (1,5 mln.
