Background

The project Budget4Change: Promoting Gender Equality and Inclusion, implemented by OxYGen Foundation and funded with UK International Development from the UK government, will run from August 2025 – March 2026. The overall aim of the project is to promote gender equality and social inclusion in Armenia by ensuring that community budgets fairly address the needs of all groups, especially women, girls, and the Yezidi community. The project focuses on strengthening the capacities of local self-governments (LSGs) and civil society organizations (CSOs) in applying Gender-Responsive Budgeting (GRB), enhancing community participation in budgetary processes, and institutionalizing inclusive governance practices. GRB serves as a critical mechanism to ensure that public resources reflect and respond to the diverse needs of women, men, girls, boys, and marginalized groups.

A key element of this project is the analysis of selected community budgets and development of actionable recommendations, supported by GRB principles.

To ensure the necessary technical and analytical expertise, OxYGen Foundation seeks to engage either:

  • One qualified GRB Expert with combined expertise in gender equality and public finance, or
  • A team of experts (at minimum one gender expert and one financial/budgeting expert) who will jointly deliver the assignment.

Objective of the Assignment

The objective of this assignment is to conduct gender-responsive budget analyses of two selected communities, develop practical recommendations for the formulation of the 2026 community budgets, and contribute to the institutionalization of GRB practices at the local level.

Scope of Work and Key Tasks

The Expert(s) will work in close collaboration with OxYGen Foundation and project stakeholders (grassroots CSOs) in two target communities (one in Armavir and one in Aragatsotn) to deliver the following tasks:

  1. Inception Phase
  • Review relevant documents, national policies and international GRB frameworks.
  • Prepare an inception report outlining methodology, work plan, and analytical framework.
  1. Budget Analysis
  • Review two community budgets for FY 2025.
  • Apply a GRB lens to assess budget priorities, expenditures, and allocations (including gender-disaggregated data use, programmatic focus, and alignment with community needs).
  • Engage grassroots CSOs in the process of needs assessment.
  • Use the available resources provided by the local grassroots CSOs, specifically the outcomes of the needs assessment and budget analysis for FY 2024.
  • Identify systemic gaps, gender biases, and exclusionary patterns.
  • Formulate specific recommendations for LSGs on integrating GRB principles.
  • Review target community budgets FY 2026.
  • Formulate specific recommendations for community budget FY 2026.
  1. Knowledge Sharing
  • Present findings and recommendations in at least three consultative workshops with LSGs, CSOs, and community members.
  • Prepare two briefing notes and/or policy papers to support advocacy.
  1. Reporting

Submit final analytical report including:

  • Methodology
  • Budget analysis findings
  • Recommendations

Required Qualifications

Option A: Individual Expert

  • Advanced degree in Economics, Public Finance, Gender Studies, Public Policy, or related field.
  • At least 5 years of proven experience in GRB, gender-sensitive public financial management, or macro-economic and fiscal policy analysis.
  • Demonstrated experience developing GRB tools, guidelines, and policy briefs.
  • Strong understanding of Armenia’s local governance and budgeting frameworks.
  • Excellent analytical, writing, and facilitation skills.
  • Proven ability to work with local authorities and CSOs

Option B: Team of Experts

Gender Expert:

  • Advanced degree in Gender Studies, Social Policy, or related field.
  • At least 5 years of experience in gender analysis, mainstreaming, and advocacy.
  • Familiarity with international and national GRB frameworks.
  • Proven ability to work with local authorities and CSOs.

Finance/Public Budgeting Expert:

  • Advanced degree in Economics, Finance, or Public Administration.
  • At least 5 years of experience in public budget monitoring, budget analysis, and fiscal planning at municipal/national level.
  • Knowledge of Armenia’s budget processes and legal framework.

The team must demonstrate the ability to work collaboratively and integrate gender and financial perspectives into a coherent GRB analysis.
