 Business Development Manager 

Duration: 5 months (December 1, 2025 – April 30, 2026)

Background 

The OxYGen Foundation for Protection of Youth and Women Rights (OxYGen) is a non-profit organization promoting gender equality, youth empowerment, and social inclusion through innovative and rights-based approaches. 

In 2022, OxYGen established OxYGen LLC to diversify its funding base and generate sustainable income to support the Foundation’s strategic objectives. This LLC is envisioned to operate as a social enterprise, generating revenue through market-based activities while reinvesting profits into the NGO’s mission-driven programs. To ensure its success and alignment with both commercial and social goals, there is a need to develop a comprehensive and viable business model for LLC. 

To advance this initiative, OxYGen is seeking a Business Development Manager who will lead the process of operationalizing OxYGen LLC, developing its business model, service portfolio, and internal systems, and piloting income-generating services. 

Objective of the Assignment 

The objective of the assignment is to make OxYGen LLC fully operational, financially viable, and ready to deliver professional services to its target clients and partners. 

Key Responsibilities and Scope of Work 

Under the overall supervision of the OxYGen Foundation’s Executive Director, the Business Development Manager will lead the process of operationalizing OxYGen LLC and ensuring its strategic and financial sustainability. Specifically, the expert will: 

  1.  Situational and Market Analysis 
  • Review the NGO’s mission, strategy, and existing revenue streams to ensure alignment with the LLC’s purpose. 
  • Assess the current structure, mandate, and activities of OxYGen LLC. 
  • Conduct a SWOT analysis of the LLC and its social enterprise potential. 
  • Analyze the market environment and identify opportunities relevant to the LLC with consultations with OxYGen’s leadership 
  • Identify potential products and services aligned with OxYGen’s expertise and market needs. 
  • Analyze demand, competition, and pricing models to define competitive advantages and positioning. 
  • Identify key target customers, partners, and stakeholders. 
  1.  Business Model and Strategy Development 
  • Develop a comprehensive and competitive business model and strategy for OxYGen LLC, including clear value proposition, target markets, pricing strategy, and revenue projections. 
  • Propose and recommend the optimal business model using tools such as the Business Model Canvas. 
  • Design and formalize service lines and products in line with OxYGen’s strengths 
  • Develop financial projections and strategic goals for 3–5 years. 
  1.  Financial Planning and Risk Management 
  • Develop cost structures, revenue streams, and pricing strategies for the proposed services. 
  • Identify startup and working capital needs. 
  • Prepare financial forecasts and sustainability plans. 
  • Propose investment and risk mitigation strategies to ensure financial stability. 
  1.  Operational and Governance Framework 
  • Establish internal management systems, including financial planning tools, operational procedures, and compliance mechanisms. 
  • Recommend organizational structure and staffing needs. 
  • Define/revise governance and accountability mechanisms between OxYGen Foundation and OxYGen LLC. 
  • Provide guidance on compliance, legal, and tax considerations relevant to the LLC’s operations. 
  • Support recruitment or engagement of experts, service providers, and strategic partners. 
  1.  Implementation and Piloting 
  • Develop an implementation of roadmap with short-, medium-, and long-term milestones. 
  • Launch at least one income-generating service line, ensuring quality delivery and client satisfaction. 
  • Lead client acquisition efforts, including outreach, networking, and partnership development. 
  • Develop tools for monitoring and evaluation of business performance and social impact. 
  1.  Reporting and Knowledge Transfer 
  • Prepare periodic progress updates on achieved milestones. 
  • Produce a final report summarizing key achievements, lessons learned, and recommendations for the future growth and sustainability of OxYGen LLC. 

Deliverables 

The Business Development Manager is expected to produce the following key deliverables in line with the scope of work:

1. Inception Report and Operationalization Plan  Detailed methodology, work plan, and timeline for implementation, outlining the approach to situational and market analysis, as well as the roadmap for the LLC’s operationalization.  By December 20, 2025 
2. Market and Situational Assessment Report  Findings of the market analysis and SWOT assessment, including identification of service opportunities, target clients, and competitors relevant to OxYGen LLC.  By January 20, 2026 
3. Draft Business Model and Financial Plan  Draft business model options (e.g., Business Model Canvas), proposed value proposition, service portfolio, cost and revenue structures, and preliminary financial projections.  By February 20, 2026 
4. Final Business Model and Implementation Roadmap  Finalized business model and financial plan, incorporating feedback; includes internal management tools, operational and governance framework, and detailed roadmap with milestones.  By March 31, 2026 
5. Presentation of Findings and Recommendations  Presentation to OxYGen Foundation’s leadership summarizing the analysis, business model, and proposed implementation roadmap.  By April 15, 2026 
6. Final Report  Comprehensive summary of outcomes, lessons learned, and recommendations for future sustainability and growth of OxYGen LLC.  By April 30, 2026 

Qualifications and Experience 

  • Advanced university degree in Business Administration, Management, Economics, Marketing, or a related field. 
  • At least 5 years of relevant professional experience in business development, management consulting, or enterprise establishment. 
  • Proven track record in developing and implementing business models and income-generating activities for organizations or social enterprises. 
  • Experience working with civil society organizations or mission-driven enterprises is a strong asset. 
  • Excellent analytical, communication, and networking skills. 
  • Fluency in Armenian and English. 

Duration and Renumeration 

The assignment will be carried out over a period of five months, from December 1, 2025, to April 30, 2026. The remuneration for the above-mentioned services is set at 2,500,000 AMD (gross). The consultant will be paid on a monthly basis (500,000 AMD) for the duration of the assignment, based on agreed deliverables and the payment schedule.
