

”Budget4Change: Promoting Gender Equality and Inclusion” project aims to promote gender equality and social inclusion in Armenia by ensuring community budgets are responsive to the diverse needs of all citizens, especially women, girls, and the Yezidi community.
Key Outcomes:
🔹 Outcome 1: Enhanced capacity of Local Self-Governments (LSGs) and Civil Society Organizations (CSOs) in Gender-Responsive Budgeting (GRB) and inclusive governance.
🔹 Outcome 2: Strengthened participation and voice of the Yezidi community especially women and girls in decision-making and local budget processes.
Planned Activities:
- Develop a training module and GRB toolkit.
- Provide mentorship support to target CSOs.
- Facilitate dialogues among LSGs, CSOs, and communities to share findings and advance reforms.
- Support CSOs in designing and implementation of the community-based initiatives.
- Conduct workshops to build Yezidi women’s leadership and advocacy skills.
- Develop and share media content to raise awareness on equality and inclusion.

Sustainability/long impact
- By equipping LSG officials with knowledge and tools, the project helps integrate GRB principles into local budget planning. The GRB toolkit will serve as a lasting reference for continued use (institutionalization of GRB).
- Training and mentorship programs will strengthen CSOs and LSGs, enabling them to continue monitoring and advocating for inclusive budgeting beyond the project period (capacity building of CSOs and LSGs).
- Partnerships between CSOs, LSGs, and communities will form long-term advocacy networks that drive policy change and inclusive budgeting practices (collaboration and advocacy)
- By capacitating the Yezidi community and involving them in decision-making, the project fosters local ownership, ensuring that inclusive budget planning remains a priority (community engagement and ownership).
- The project’s approach can be replicated in other communities, with best practices informing broader policy efforts on gender-responsive and inclusive budgeting at the national level (scalability and replication).
